Esses mapas estão disponíveis no formato padrão de 'shapefile'. A vantagem de usar esses polígonos é que variáveis do censo, ao nivel de setores, podem ser usadas para modelar. Para operações espaciais sugiro ver over() do pacote 'sp'. No seu caso, points in polygons.</font></font></div>

A ideia é ver em qual polígono os dados estão para completar a linha do bd.
